Duties and responsibilities of Fiscal Policies and Financial Markets Department are:

• Drafts fiscal policies in support of the country’s economic development, budget sustainability and increasing social welfare of citizens;
• Prepares medium-term fiscal forecasts for the purpose of defining the overall macroeconomic framework and overall budget parameters;
• Prepares alternative scenarios on the losses/benefit assessments as a result of proposals for changes in tax rates, deduction and other proposals coming from the Government;
• Continuously follows the trends of tax and non-tax revenues as well as analyzes tax matters;
• Publishes research documents on certain fiscal matters;
• Assesses programs, budgetary appropriations, and other spending policies including the analyzes of alternative budget appropriations;
• Supports the Ministry of Finance in developing national policies in the field of financial markets and financial services;
• Performs activities that enable and assist the development of financial markets and financial services offered in the Republic of Kosovo s;
• Prepares analysis and reports in the area of financial markets.

Duties and responsibilities of Fiscal Policy Division are:  

• Drafts fiscal policies in support of the country’s economic development, budget sustainability and increasing social welfare of citizens;
• Researches experiences and policies of other countries, including even Member States of European Union and countries in region, in order to bring Kosovo closer to the fiscal policies and legislation of these countries;  
• Prepares tax and customs legislation, as well as laws that addresses tax procedures, takes care of the legal and regulatory aspects of approved policies and prepares the legal basis that follows the changes in the field of fiscal policies;  
• Assesses possible Government budget loses, as a result of tax exemptions, reducing of tax rates and other proposals coming from the Government;
• Prepares alternative scenarios for finding of additional sources of budget revenues by changing of fiscal policies;
• Analyzes sectorial economic policies ensuring the compatibility with wide macroeconomic policies and Government priorities;
• Cooperates with line Ministries in order to ensure that spending strategies (in frame of MTEF) reflects sectorial and macroeconomic policies, as well as Government priorities;

• Compiles and reviews the Matrix of sectorial and Government policies in frame of MTEF;  
• Assesses programs, budgetary appropriations, and other spending policies including the analyzes of alternative budget appropriations;
• Conducts analysis of the fiscal impact of planned planning/strategic documents on the country’s economy and their fiscal implications.  

Duties and responsibilities of Financial Markets Division are:

• Leads and coordinates the compiling and improvement of needed legal infrastructure for the better development and functioning of financial markets and the provision of financial services;
• Leads the establishment process of shares and other financial markets;   
• Leads the state credit rating process and maintains the relationships with credit rating agencies;
• Proposes and designs new debt instruments, aiming market development;   
• Drafts the policies for the investment of financial funds in disposal of the Government of Republic of Kosovo;
• Prepares surveys and analyzes of market developments and financial services in the country, as well as for the countries in the region and European Union.
